From a methodological perspective, the process begins with the collective validation of the governance and safeguarding framework, previously approved by the Steering Group. This stage plays a central role in the process’s architecture, as it sets out the rules of participation, the safeguarding mechanisms and the principles of shared responsibility that will underpin the collective work. Governance is conceived here as a constitutive element of knowledge production, rather than as a purely administrative component.

Next, the initial challenges are brought together, understood as open and negotiable dilemmas. This work allows individual authorship to be shifted towards a logic of collective problem-framing, fostering the emergence of a common language and the identification of productive tensions.

The analytical core of the bootcamp is developed through a contextual and turbulence analysis, using the PESTLE framework. Turbulences are treated as structural conditions that shape the space for technological action, enabling uncertainty to be normalised and strengthening the collective capacity for strategic interpretation of the environment.

On this basis, challenges are reframed using the Commons What If methodology, explicitly incorporating a logic of the commons, sustainability and shared responsibility. This methodological shift enables problems to be transformed into fields of possibility, without losing ethical or political grounding.

The bootcamp culminates in the construction of the Tree of Agreement, a collective synthesis tool that captures the agreements, productive disagreements and shared limits of the process, serving as a reference for subsequent phases.
